Constitution Day Celebrated in Republic of Uzbekistan

The Constitution Day is a national holiday in the Republic of Uzbekistan.

The first Constitution of Uzbekistan was adopted in 1927, three years after founding of the Uzbek Soviet Socialistic Republic. In 1936 new USSR Constitution was adopted and the Constitution of the Uzbek Republic of 1937 was modeled after it. The third and the last Constitution of the Uzbek SSR based on the USSR Constitution of 1977 was adopted in 1978.

After the proclamation of independence of the Republic of Uzbekistan in 1991, the question of replacing the current constitution of the Uzbek SSR with a new constitution of an independent state arose. A Constitutional Commission was established, comprising representatives of three spheres of activity: political, legal and economic.

The Constitution of the Republic of Uzbekistan was adopted on 8 December 1992, at the eleventh session of the twelfth convocation of the Supreme Soviet of the Republic of Uzbekistan.

Following a national referendum held on 27 January 2002, and in accordance with the Act of 24 April 2003, adopted on the basis of that referendum, amendments and additions were made to it. The Constitution was also later amended by Acts of 25 December 2008, 18 April 2011 and 16 April 2014.

A referendum on the draft Constitutional Act on the Constitution of the Republic of Uzbekistan was held in 2023. The Basic Law of the country was updated by 65%.

The number of provisions on human rights and freedoms increased three and a half times, the powers of the Legislative Chamber and the Senate were expanded, and some presidential powers were transferred to legislators.

The IPA CIS International observers monitored the 2023 referendum at polling stations in Tashkent and regions of the republic, as well as at foreign polling stations.
