International Parliamentary Conference Dedicated to 30th Anniversary of Constitution of Republic of Tajikistan Held in Dushanbe

The International Parliamentary Conference dedicated to the 30th Anniversary of the Constitution of the Republic of Tajikistan was held in the capital of Tajikistan. The event was attended by heads of parliamentary delegations from Tajikistan, Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Russia, Uzbekistan, Belarus, Turkmenistan, as well as Iran and Pakistan.
Speaker of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan Rustami Emomali opened the Conference.
He spoke about the process of development and adoption of the document, about the role of President of Tajikistan Emomali Rahmon in ending the civil war, restoring the constitutional order, achieving peace and national unity, building a new statehood.
Speaker of the Majlisi namoyandagon of the Majlisi Oli of the Republic of Tajikistan Mahmadtoir Zoir Zokirzoda took part in the Conference.
Chairperson of the IPA CIS Council, Speaker of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko noted that the 30th anniversary of the current Constitution of the Republic of Tajikistan was a landmark event that determined the future development of the country as a united, sovereign, secular and democratic state.
When drafting the Constitution, the experience of other countries, including Russia, had been studied, Valentina Matvienko noted. The norms of international legal acts had been implemented in the document, and the national and cultural peculiarities of the peoples of Tajikistan had also been taken into account.
Referring to the bilateral relations, the Speaker of the Federation Council noted that they were progressively developing on the basis of strategic partnership and alliance. In the context of geopolitical instability, the two countries were together trying to find answers to modern challenges and threats.
Speaking about the current geopolitical realities, the emergence of new global threats and challenges, Valentina Matvienko said that it was in these conditions that they truly realize the fundamental role of the Constitution as a symbol of power and independence, as a basis for sustainable development of the state and society. “Only together can we withstand the current conditions of geopolitical turbulence”, – summarized the Speaker of the Federation Council.
Speaker of the Milli Majlis of the Republic of Azerbaijan Sahiba Gafarova noted that Azerbaijan highly appreciated the achievements of Tajikistan. Since the establishment of diplomatic relations between the countries in 1992, there had been active and consistent interaction in various spheres of bilateral cooperation.
The Speaker emphasized the interaction between the parliaments of the two countries, which was one of the important and positive factors influencing bilateral and multilateral relations between the countries. According to her, fruitful cooperation had been established between the legislative bodies, both bilaterally and within the framework of such inter-parliamentary organizations as the Inter-Parliamentary Union, the IPA CIS and others.
According to Speaker of the National Assembly of the Republic of Armenia Alen Simonyan, the Constitution was called the basic law because it was the only or one of the few laws that were usually adopted by popular vote. In the modern world, which was marked by global geopolitical changes, technological and digital transformations, social and economic changes, challenges and tests, the parliament as a legislative and representative body of the state had a key role, the Armenian Speaker said.
He noted that the Constitution of any state was not static, but a dynamic, developing organism, which could be subjected to changes and amendments by means of national referendum and elections.
Speaker of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbayev noted the dynamic development and great potential of Kazakh-Tajik relations in trade and economic sphere, in the field of culture, education, ecology and other areas.
The Speaker emphasized the contribution of the conference to the discussion of key issues of development of constitutional law and exchange of successful experience of legislative branches of power in the conditions of world turbulence.
In his opinion, inter-parliamentary cooperation was one of the key tools for strengthening ties between states, exchange of experience and development of common solutions on topical issues.
Speaker of the Jogorku Kenesh of the Kyrgyz Republic Nurlanbek Shakiev, speaking at the conference, emphasized that the Constitution, adopted exactly 30 years ago in a national referendum, “served as a guiding star for sovereign Tajikistan, helped determine the future of the country”.
He noted the need to strengthen ties between Kyrgyzstan and Tajikistan based on the results had achieved by the Presidents of the two countries and the interest in peaceful and diplomatic resolution of the long-term Kyrgyz-Tajik border issue.
Speaker of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzila Narbaeva noted that the Conference was aimed at further strengthening of inter-parliamentary cooperation and dialog, and expressed her opinion on realization of constitutional and legal reforms.
The conference was also attended by Deputy Speaker of the Council of the Republic of the National Assembly of the Republic of Belarus Sergey Khomenko, Secretary General of the IPA CIS Council Dmitriy Kobitskiy, MPs of the CIS countries.
