Kyrgyz Parliament Raised Issue of Protecting Children of Emigrant Parents

During the meeting of the Committee on Budget and Finance, member of the Jogorku Kenesh of the Kyrgyz Republic Natalya Nikitenko stated what the government system for the detection and tracking children in difficult situations did not work effectively.

According to the MP, the Children’s Code, which was adopted in 2015, should be amended. She made a proposal to create a specific social service for protection of children. Natalya Nikitenko also proposed to introduce mechanisms for issuing a six-month power of attorney for the temporary guardianship of a child whose parents migrated for work. 

According to Natalia Nikitenko, it is more efficient to finance foster families than to maintain residential homes. 

The proposals made at the Committee meeting are outlined in the draft law, which provides for amendments to the Children’s Code and a number of other laws.
