Russian Senators Adopted Amendments to Several Federal Laws

On 3 November 2020, the 491st meeting of the Federation Council of the Federal Assembly of the Russian Federation was held. During the meeting, the senators considered 30 issues, including amendments to a number of existing laws.

In particular, the Federal Law on Amendments to the Labor Code of the Russian Federation in terms of establishing requirements for the sectoral systems of the remuneration of the employees of public and municipal institutions was approved. The document is aimed at eliminating the existing differentiation in the remuneration level of workers in the public sector.

The Federation Council also adopted a draft resolution On Measures to Improve State Policy in the Field of Forestry, aimed at decriminalization and development of the forestry complex in the Russian Federation.

Furthermore, the senators approved the amendments to Parts One and Two of the Tax Code of the Russian Federation and the Law on Tax Authorities of the Russian Federation in connection with the creation of the national system of goods traceability.

The senators also approved the amendments to the Federal Law on General Principles of Local Self-Government Organization in the Russian Federation and Article 2613 of the Federal Law on General Principles for the Organization of Legislative (Representative) and Executive Bodies of State Power of Subjects of the Russian Federation in terms of establishing the possibility of introducing and using self-taxation means for citizens on part of the territory of a settlement.

Moreover, the changes aimed at aligning the provisions of a number of draft laws in line with the Constitution of the Russian Federation were also approved. Those include the Law on the Prosecutor’s Office of the Russian Federation, the Law on the Federal Security Service and the Law on Foreign Intelligence.

According to the press service of the chamber, the Federation Council also ratified a number of international agreements, including those signed within the framework of the Eurasian Economic Union (EAEU), such as the Pension Agreement for Working Population of the EAEU Member States and the Free Trade Agreement between the Eurasian Economic Union  and the Republic of Serbia.
