Yerlan Koshanov Elected Chair of Halyk Kenesi of Kazakhstan

Yerlan Koshanov has been elected Chair of the Halyk Kenesi of the Republic of Kazakhstan. His candidacy was proposed by President of the Republic of Kazakhstan Kassym-Jomart Tokayev. Previously, since 2023, Yerlan Koshanov served as Speaker of the Mazhilis of the Parliament of the Republic of Kazakhstan.

The Halyk Kenesi (People’s Council) is an advisory body that ensures representation of the people’s interests in public administration through nationwide dialogue and the strengthening of national unity. Its key powers include developing recommendations on domestic policy, submitting draft laws to the Kurultai, initiating referendums, as well as engaging with civil society and exercising public oversight.

The Council is formed for a four-year term from among citizens of Kazakhstan, taking into account recommendations from civil society institutions and local self-government bodies. It comprises 42 representatives of ethnocultural associations, 42 representatives of public associations and non-profit organizations, and 42 representatives of maslikhats and public councils of the capital, regions and cities of republican significance.

The day before, the Head of State approved the composition of the Halyk Kenesi. Among the elected members of the Council are prominent public figures, government and community leaders, entrepreneurs and activists. As the President noted at the first meeting of the Halyk Kenesi, large-scale transformations have paved the way for creative and innovative-minded citizens to participate in public administration.
