III International Parliamentary Forum convened in Moscow

Attending the Forum were parliamentarians, representatives of governments and civil society from over 70 countries of the world. The overarching theme of the Forum is New Dimensions in Parliamentary Exchanges. Speaker of the State Douma Sergey Naryshkin inaugurated the Forum by appealing to the participants to engage in a straightforward and frank discussion on current international challenges.

New international realities open up new horizons for parliamentary exchanges.

SG of IPA CIS Council Secretariat Alexey Sergeev was among the participants of the Forum. Here is what he said: The effectiveness of parliamentary exchanges may be illustrated by the existing efficient institutions of parliamentary cooperation such as inter-parliamentary cooperation that are effective in addressing various solutions, provide efficient responses to challenges at regional and global levels. One such organization is the IPA CIS created in 1992. Two basic principles underpin its activities: one member – one vote and consensus. This may complicate the deliberations, however this allows for an effective use of parliamentary exchanges as a tool to work out compromise outcomes and follow up on their implementation. IPA CIS is committed to pursue the policy of building capacity of parliamentary diplomacy.
