Jogorku Kenesh of Kyrgyz Republic Approved Law on Responsibility for Violation of Sanitary and Epidemiological Regulations

On 1 April 2020, MPs of the Jogorku Kenesh of the Kyrgyz Republic considered and adopted a draft law amending the relevant Codes in parts related to the accountability of citizens for the violation of the sanitary and epidemiological regulations and for the violation of the curfew in a state of emergency. Amendments are proposed to be made to the Criminal Code, the Code of Offences and the Code of Violations.

During the discussion, the MPs indicated the need to introduce strict measures against the violators of the home quarantine and observation. It was noted that there should be also responsibility for the dissemination of false information on COVID-19. In addition, questions were raised regarding the activities of quarantine and sanitary posts at checkpoints and the organization of the work of law enforcement agencies in the state of emergency.

Previously, both chambers of the Federal Assembly of the Russian Federation also adopted amendments to the Code of Administrative Offenses and the Criminal Code providing for fines of up to 500,000 rubles and a term of imprisonment up to seven years for the violation of the quarantine regime and other sanitary and epidemiological regulations.
