22nd meeting of the Council of the Heads of CIS Migration Authorities

Almaty hosted the 22nd meeting of the Council of the Heads of CIS Migration Authorities. The event brought together the delegations of the Azerbaijan Republic, Republic of Belarus, Republic of Kazakhstan, Russian Federation and Republic of Tajikistan, Republic of Uzbekistan and the CIS Executive Committee. Secretary of the IPA CIS Permanent Commission on the Social Policy and Human Rights Evgenia Vladimirova took part in the meeting on behalf of the IPA CIS. The representatives of Turkmenistan, the General Confederation of Trade Unions and the Eurasian Economic Commission participated as observers.

Chair of the Council of the Heads of CIS Migration Authorities, First Deputy Minister of Internal Affairs of the Russian Federation, Colonel General of the police Aleksandr Gorovoi opened the session.

According to the agenda, the participants discussed the reports on the migration situation across the CIS and the progress of implementation of the CIS Program of Cooperation in the Field of Illegal Migration for 2015-2019.

The meeting also analyzed the cooperation with national diasporas and non-governmental organizations aimed at providing support for the CIS citizens who are legally present in the Commonwealth countries, facilitating their adaption to social and cultural conditions in the country of residence.

The participants also discussed the last changes in national migration legislation and law enforcement practices of the migration bodies of the CIS countries.

Secretary of the IPA CIS Permanent Commission on the Social Policy and Human Rights Evgenia Vladimirova reported on the progress of drafting the IPA CIS model laws and prospects for improvement of model legislation in the field of migration.

The meeting also addressed the issue of licensing the agencies providing employment abroad and tourism activities and legal framework in this field in the CIS countries.

The representative of the Republic of Belarus informed the session on the activity of the Academy of the Ministry of Internal Affairs of the Republic of Belarus as a basic CIS institution in the field of education, retraining and professional upgrade of specialists in countering illegal migration.
