CIS Leaders Adopted Number of Decisions to Strengthen Interaction Between Commonwealth Countries at Meeting in Moscow

A meeting of the CIS Council of Heads of State was held on 8 October.

The meeting was attended by President of the Republic of Azerbaijan Ilham Aliyev, Prime Minister of the Republic of Armenia Nikol Pashinyan, President of the Republic of Belarus Alexander Lukashenko, President of the Republic of Kazakhstan Kassym-Jomart Tokayev, President of the Kyrgyz Republic Sadyr Zhaparov, President of the Republic of Tajikistan Emomali Rahmon, President of Turkmenistan Serdar Berdimuhamedov, President of the Republic of Uzbekistan Shavkat Mirziyoyev, as well as CIS Secretary General Sergey Lebedev.

In a narrow format, the heads of state exchanged views on topical issues of interaction within the CIS and decided on the chairmanship of the CIS in 2025, which will pass to the Republic of Tajikistan. Next year’s scheduled meeting of the CIS Council of Heads of State will be held on 10 October 2025 in Dushanbe.

The heads of state considered and adopted an Appeal to the peoples of the CIS countries and the world community on the occasion of the 80th anniversary of the victory of the Soviet people in the Great Patriotic War of 1941-1945. The document contains an appeal to the peoples of the CIS countries and the peoples of the world not to allow the revival of fascism, nazism and militarism, to stop attempts to unleash a new world war. The leaders of the Commonwealth countries note that the heaviest war in the history of mankind had ended victoriously in May 1945 largely due to the unity, unbending steadfastness and heroic self-sacrifice of their peoples. Combat brotherhood and labour feat ensured the victory in the Great Patriotic War.

Chairperson of the IPA CIS Council Valentina Matvienko informed the summit participants about the Assembly’s activities to strengthen integration cooperation.

The CIS Council of Heads of State proposed the IPA CIS to continue its work in the sphere of model lawmaking, monitoring the development of democracy, humanitarian cooperation, implementation of youth projects and holding specialised congress events. The Heads of State also noted the IPA’s efforts to promote the development of the Russian language as a language of interethnic communication in the CIS countries and supported the regular holding of the International Conference “Russian Language as a Basis for Integration Dialogue in the CIS”.

The participants of the CIS summit signed the Decision on declaring the city of Lachin (Azerbaijan) the Cultural Capital of the Commonwealth in 2025, the city of Meghri (Armenia) in 2026 and the city of Molodechno (Belarus) in 2027, adopted the Convention on the Legal Status of Delegations to the CIS countries and amendments to the Treaty on Interstate Search of Persons of 10 December 2010.

A programme of cooperation in the field of de-radicalisation for 2025-2027 was adopted. The programme is aimed at eradicating the causes and conditions conducive to the emergence and spread of radicalism.

The Heads of State of the region adopted a statement on the development of cooperation in the field of AI technologies in the civilian sphere.

The honorary title “1941-1945 City of Labour Glory” will be awarded to the city whose residents made a significant contribution to the achievement of the Victory in the Great Patriotic War.

By decision of the CIS Council of Heads of State, the year 2027 was declared the Year of Legal Education in the CIS. This is expected to raise the level of legal culture of the population.
