Communications Professionals Informed About Model Law on Artificial Intelligence Technologies

On 05 June 2024, a joint 60th meeting of the Council of Heads of Communication Administrations of the Regional Commonwealth in the Field of Communications (RCC) and the 30th meeting of the Coordination Council of the CIS Member-States on Information under the RCC took place in Minsk. Professionals in the field of communications were informed about the development of a Model law on AI technologies, aimed at creating unified approaches to regulating AI technology use in the CIS region, as well as fostering favorable conditions for technology development and investment in research and innovation.
The meeting was attended by Council members – heads of communications administrations of Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, and Uzbekistan, as well as representatives from the CIS Regional Office of the International Telecommunication Union, the Universal Postal Union, the IPA CIS, the Interstate Statistical Committee of the CIS, the Interstate Council for Antimonopoly Policy, the Interstate Council for Standardization, Metrology and Certification, the Coordinating Council of Heads of Special Communication Services and the CIS Executive Committee.
The meeting was chaired by Chair of the Council of Heads of Communication Administrations of the RCC and the Coordination Council of the CIS Member-States on Informatization under the RCC, Minister of Digital Technologies of Uzbekistan Sherzod Shermatov.
In welcome address Secretary General of the IPA CIS Council Dmitriy Kobitskiy noted that in the conditions of unprecedentedly rapid, "explosive" digital transformation of almost all spheres of activity, the work of organizations such as the Regional Commonwealth in the Field of Communications and its bodies becomes extremely in demand.
The Secretary General reminded that the IPA CIS Council Secretariat has long been cooperating with the Regional Commonwealth in the Field of Communications. With the active participation of the Expert Advisory Board, about 40 model laws and other documents of the Interparliamentary Assembly have been developed.
Secretary of the Expert Advisory Board of the IPA CIS – RCC Alexander Surygin stated that cooperation helps in the rather complex, knowledge-intensive sector to create conditions for convergence and improvement of national legislations
The representative of the IPA CIS also spoke about the progress on the development of the model law on AI technologies. The document is being created to form unified approaches to the legal regulation of AI technology use. In total, 14 issues were considered during the meeting, including promising areas of digital development. Also proposals for the Strategic Development of the Regional Commonwealth in the Field of Communications until 2028, the preparation of the Strategy for Cooperation of the CIS Member States in Building and Developing the Information Society until 2035, and the Action Plan for its implementation until 2035 were discussed.
