International Experts Discussed Best Practices in Field of Infrastructure and Public-Private Partnership

Today, a roundtable on “International Standards of Sustainable Development of Infrastructure and Infrastructural Projects Assessment: Practical Content and Importance of Concepts in Current Context, Prospects for Implementation and Development in CIS Member Nations” took place in the Tavricheskiy Palace – the IPA CIS headquarters.
The event was co-organized by the CIS Interparliamentary Assembly, the European Bank for Reconstruction and Development and the Supreme Eurasian Economic Council within the framework of St. Petersburg International Legal Forum.
Greeting the participants of the meeting, Deputy Head of the IPA CIS Council Secretariat Alexey Dolzhikov recalled the long-standing cooperation between the Assembly and the EBRD, which had led to the establishment of the model legislative framework for the CIS Member Nations in the field of economy, in particular, the public-private partnership.
In his turn, EBRD Senior Legal Advisor Sergey Zverev pointed out that the COVID-19 pandemic has led to the necessity of reimagining efforts taken by public and private sectors for the development of infrastructural projects, which had both a huge potential and an investment deficit in a post-COVID space.
Deputy Director of the UNECE International PPP Centre of Excellence Tony Bonnici told about the background and essence of the UNECE methodology for assessment of infrastructural projects in accordance with the people-first approach. The methodology has become a top priority of PPP and a way to achieve the UN Sustainable Development Goals.
EBRD Consultant Christopher Clement-Davis, Consultant of the CazaletConsult Sarl Bruno de Casale, the representative of the 3P & PFI Solutions (Serbia) Nenad Ilic, partner of the TK & Partners (Armenia) Alexander Khachatryan, Deputy Chairman of the Board of the HAO TURAR HEALTHCARE (Kazakhstan) Talgat Mataev, Executive Director of the PPP National Center Artem Volodkin (Russia) and Head of the PPP Center Irina Zapatrina (Ukraine) also made reports during the meeting.
