MPs and Experts Discussed New Forms of Organized Recruitment and Common Labour Market Formation in CIS Countries

On 15 March, within the frameworks of the VII St. Petersburg International Labour Forum, a conference “Regulation of International Migration Processes on the Territory of the CIS Member Nations” was held in the headquarter of the IPA CIS.

The plenary session was chaired by deputy Chair of the IPA CIS Permanent Commission on Social Police and Human Rights, Member of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Small and Medium Enterprises Natalia Poluyanova and the Chair of the Committee for Labour and Employment of of St. Petersburg Dmitriy Cherneiko.

The conference was attended by Secretary General of the IPA CIS Council Dmitriy Kobitskiy, Chair of the Permanent Commission of the IPA CIS on Social Policy and Human Rights, Member of the Committee of the Milli Majlis of the Azerbaijan Republic for Law Policy and State-Building, member of the Committee of the Milli Majlis of the Azerbaijan Republic on Defense, Security and Counter-Corruption Nizami Safarov, Director of the Office of the International Organization for Migration in Moscow Marina Schramm, Head of the Federal Service for Labour and Employment Mikhail Ivankov, Minister of Labour, Migration and Employment of the Republic of Tajikistan Gulnora Khasanzoda, Secretary of the Council of Heads of CIS Migration Authorities, Chief of the Main Directorate for migration of Ministry of Internal Affairs of the Russian Federation Valentina Kazakova, Deputy Minister of Labour, Social Security and Migration of the Kyrgyz Republic Janyl Alybaeva,  Deputy Director of the Department for Security Cooperation and Countering New Challenges and Threats of the CIS Executive Committee Bekbolot Mamanov, Director of the Regional Public Organization ”Center for Migration Research“, Leading Researcher of the Laboratory for Migration Analysis and Forecasting of the Institute of Economic Forecasting of the Russian Academy of Sciences Dmitry Poletaev, Acting Chairof the Migration Committee of the Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan Ilyas Ispanov, Chief of the CIS Department of Social and Demographic Statistics Irina Zbarskaya, Chair of the Commission on Labour Migration of the Council of the Chamber of Commerce and Industry of the Russian Federation for Foreign Economic Affairs, President of the Expert Council of the Union of Experts and Consultants in the Field of Labour Migration “International Alliance “Labor Migration” Nikolay Kurdyumov, Deputy Chair of the General Confederation of Trade Unions Natalia Podshibyakina and Professor of Moscow State University Vladimir Iontsev.

The experts discussed different aspects of migration processes, including rights and freedoms of migrants, problems arising from illegal migration, issues concerning formation of a common labour market within the Commonwealth.

Following the meeting, the recommendations of the conference were basically approved.
