Moscow Considered Issues of Countering Illegal Migration in CIS Countries

On 7 December, the Moscow University of Ministry of Internal Affairs of the Russian Federation named after V.Y. Kikot hosted a scientific and practical conference on cooperation of law enforcement agencies of the CIS countries in countering illegal migration.

The event was attended by representatives of Armenia, Azerbaijan, Belarus, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, Uzbekistan, the CIS Executive Committee, the IPA CIS, the Office of the International Organization for Migration (IOM) in Moscow, the Office of the UN High Commissioner for Refugees in Russia, as well as other specialized agencies.

CIS Secretary General Sergey Lebedev emphasized the importance of such meetings in the welcoming speech. In the framework of the conference the topics of consolidation of efforts in countering illegal migration in the CIS, international approaches to migration management, the experience of combating illegal migration in the CIS countries were discussed.

Secretary of the IPA CIS Permanent Commission on Social Policy and Human Rights, Executive Secretary of the IPA CIS Expert Advisory Board on Public Health Evgenia Vladimirova presented information on the activities of the Assembly on the formation of a model legislative framework in the field of countering illegal migration.

The IPA CIS has adopted a number of legal documents regulating the sphere of migration. Among them are Recommendations on Legal support for the regulation of migration processes in the CIS countries, the Advisory Glossary of Terms and Concepts in the Field of Migration Regulation in  CIS Member Nations, the Decision of the IPA CIS on Legal Support for the Coordinated Migration Policy of the CIS Member Nations and other documents.

Evgenia Vladimirova drew attention to the Model Migration Code. The Code reflects the most important provisions, such as the responsibility of subjects of migration processes for non-compliance with the requirements of national migration legislation, state control and supervision in the field of migration.

Head of the Department for International Relations of the Expert and Analytical Department of the IPA CIS Council Secretariat, Secretary of the IPA CIS Permanent Commission on Political Issues and International Cooperation Maximillian Selyutin also participated from the IPA CIS.
