Perspective Areas of Law-Making of IPA CIS in Field of Labor, Employment and Social Protection Presented in Yerevan

The 35th anniversary meeting of the CIS Advisory Board on Labor, Employment and Social Security was held in Yerevan on 3 November.

The meeting was attended by representatives of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, Uzbekistan, the CIS Executive Committee, the IPA CIS, the Regional Alliance of Labor Inspection of the CIS Member States and Mongolia, the EEC, the General Confederation of Trade Unions, the CIS Interstate Statistical Committee, relevant basic organizations, the Coordinating Council of the International Union “Commonwealth of Public Organizations of Veterans (Pensioners) of Independent States”.

The participants summed up the work of the CIS Advisory Board for previous years, exchanged information on social and labor situation in the Commonwealth countries and measures taken in this field, discussed the implementation of Action Plans on Implementation of the CIS Concept of Coordinated Social and Demographic Policy for 2020 – 2023 and the first stage of the CIS 2030 Long-Term Economic Development Strategy up to 2030.

Secretary of the IPA CIS Permanent Commission on Social Policy and Human Rights, Executive Secretary of the IPA CIS Expert Advisory Board on Public Health Evgenia Vladimirova participated in the event via videoconferencing and told about the draft laws adopted by the CIS Interparliamentary Assembly in 2020-2022, paying special attention to the Model Labor Code and Model Migration Code. She also noted that, at the initiative of the Advisory Board, four documents on improving labor legislation were included in the Long-Term Plan of Model Law-Making in the Commonwealth of Independent States for 2023–2025.

Moreover, the meeting discussed the need to amend the Agreement on the Procedure for Investigating Labour Accidents which Happened to Workers Outside of Their State of Residence of 9 December 1994, to develop and adopt the CIS Comprehensive Program aimed at Creating a Common Labor Market.

The participants also discussed the implementation of the Conceptual Framework for Cooperation in the Field of Labor Standardization for 2021–2025 and holding of an international conference (seminar) on labor standardization in the Commonwealth countries in 2022 in Tajikistan and in 2023 in Kyrgyzstan.

The next meeting of the CIS Advisory Board on Labor, Employment and Social Security is expected to be held in Russia in 2023.
