Conference Dedicated to 25th Anniversary of Legislative Assembly Takes Place in Saint Petersburg

The International conference “Legislative Assembly of Saint Petersburg – 25 Years of Substantive and Procedural Embodiment of the Constitution of the Russian Federation” dedicated to the 25th anniversary of the city parliament took place in the Mariinskiy Palace in Saint Petersburg.

The event brought together the deputies of the Legislative Assembly of Saint Petersburg, representatives of key Saint Petersburg higher education establishments, specialists and experts in political science and other fields.

The IPA CIS was represented at this conference by Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the National Assembly of the Republic of Belarus Viktor Kogut, Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the Jogorku Kenesh of the Kyrgyz Republic Nurbek Satvaldiev and Deputy Secretary General of the IPA CIS Council – Plenipotentiary Representative of the Majlisi Oli of the Republic of Tajikistan Ibod Rakhimov.

Secretary General – Head of the IPA CIS Council Secretariat Dmitriy Kobitskiy addressed a welcome letter to the participants. He highlighted the significant role of Saint Petersburg in the development of domestic parliamentarism. He reminded that in the 20th century the State Duma of the Russian Empire performed its legislative duties in the Tavricheskiy Palace which is nowadays a headquarters of the IPA CIS. “The first State Duma deputies majorly drew on the experience of local governments. Today we live in an entirely different era., yet the principles accepted by the pioneering Russian parliamentarians remained the same,” stated Dmitriy Kobitskiy in his letter delivered by Advisor to the Head of the IPA CIS Council Secretariat Pavel Pashnov.
