IPA CIS Council Secretary General Takes Part in PACE Session

The first part of the ordinary session of the Parliamentary Assembly of the Council of Europe (PACE) takes place in Strasbourg (France) this week.

Secretary General – Head of the IPA CIS Council Secretariat Dmitriy Kobitskiy participates in the events.

On the margins of the PACE sessions, Dmitriy Kobitskiy is expected to meet with the heads of several international partner organizations.

In the morning Dmitriy Kobitskiy visited the headquarters of the European Commission for Democracy through Law (Venice Commission), where he met with President and Secretary of the Venice Commission Gianni Buquicchio and Thomas Markert. The parties welcomed the cooperation of two organizations, which signed the Cooperation Agreement in 2018, and discussed the future engagement.

The parties drew particular attention to the cooperation in the field of law-making in electoral sphere, which is high on the agenda of both the IPA CIS and the Venice Commission. The CIS Interparliamentary Assembly is currently elaborating the draft Recommendations on Countering Foreign Electoral Intervention, the draft Recommendations on Use of Automation Technical Tools during Elections and the draft Model Law on International Observation. The Venice Commission is currently working on the new Rules on Holding Referenda. The leadership of the Venice Commission was particularly interested in the upcoming conference on new technologies and technical means of holding elections planned by the IPA CIS.

The IPA CIS Council Secretary General is also expected to meet with PACE President Hendrik Daems and Secretary General of the Congress of Local and Regional Authorities of the Council of Europe Andreas Kiefer.
