CIS Observer Mission Drew Outcomes of Monitoring of Parliamentary Elections in Kyrgyz Republic

The final press-conference of the CIS Observer Mission on the outcomes of the monitoring of the preparation and holding of the elections to the Jogorku Kenesh of the Kyrgyz Republic was held today in Bishkek.

First Deputy Chairman of the CIS Executive Committee Viktor Guminskiy opened the press-conference and told about the composition of the Mission. He noted that the Mission included the accredited representatives of the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan, the CIS Interparliamentary Assembly, the Collective Security Treaty Organization, the Parliamentary Assembly of the Union of Belarus and Russia, the CIS Executive Committee – 151 observers in total, 12 of them worked on the long-term basis.

The Mission noted that the authorities created necessary conditions for international monitoring of the elections. The electoral campaign was held in accordance with the provisions of the Constitution and the Constitutional Law of the Kyrgyz Republic on the Elections of the President of the Kyrgyz Republic and the members of the Jogorku Kenesh of the Kyrgyz Republic. Viktor Guminskiy reminded that following the 2015 parliamentary elections the Constitutional Law was significantly amended in order to democratize the electoral process.

The Head of the CIS Mission also specified that the experts of the International Institute for Monitoring Democracy Development, Parliamentarianism and Suffrage Protection of Citizens of IPA CIS Member Nations (IPA CIS IIMDD) analyzed the compliance of the national electoral legislation with international standards of democratic elections and found that the legal framework of the preparation and holding the elections of the members of the Jogorku Kenesh was fully in line with the relevant international standards.

IPA CIS Observer Team Coordinator, Chairman of the Committee of the Mazhilis of the Parliament of the Republic of Kazakhstan on Foreign Affairs, Defense and Security Mukhtar Yerman told about the composition and work of his Observer Team. According to him,  the IPA CIS observers visited 197 polling stations in Bishkek and settlements of the Chuy region on the election day. The monitoring was also organized at the foreign polling stations in the Azerbaijan Republic (Baku), the Republic of Belarus (Minsk), the Russian Federation (Moscow, St. Petersburg). The international observers were present at all stages of elections from the opening of the polling stations to the tabulation process.

Based on the results of the monitoring, Mukhtar Yerman told that the elections of the members of the Jogorku Kenesh of the Kyrgyz Republic of the seventh convocation were held in compliance with the national electoral legislation and the international commitments of the Kyrgyz Republic in the field of holding democratic elections.
