Dmitriy Kobitskiy Addressed Plenary Session of Issyk-Kul Electoral Forum

On 23 June, a plenary session of the Issyk-Kul Electoral Forum “Elections of the XXI Century: Diversity, Best Practices, Current Issues and Ways of Development” was held.
Welcoming speeches were addressed to the Forum participants by President of the Kyrgyz Republic Sadyr Japarov, CIS Secretary General Sergey Lebedev, Secretary General of the IPA CIS Council Dmitriy Kobitskiy and Head of the OSCE Programme Office in Bishkek Alexey Rogov.
Secretary General of the IPA CIS Council Dmitriy Kobitskiy commended the importance of the Issyk-Kul Electoral Forum, during which the Forum participants discussed topical issues of electoral legislation development, administration of elections and referendums and their observation.
Heads and representatives of state authorities and administration of elections such as Chairman of the Central Electoral Commission of the Republic of Armenia Vahagn Hovakimyan, Chairman of the Central Electoral Commission of the Republic of Kazakhstan Nurlan Abdirov, Chair of the Central Electoral Commission of the Kyrgyz Republic Nurzhan Shayldabekova, Chairman of the Constitutional Court of the Republic of Uzbekistan Mirza-Ulugbek Abdusalomov spoke at the plenary session.
Director General of the Association of World Election Bodies KwanJae Choi, SCO Secretary-General Zhang Ming (video message) and representatives from other international organizations participated in the plenary session.
Deputy Head of the IPA CIS Council Secretariat – Director of the International Institute for Monitoring the Democracy Development, Parliamentarianism and Suffrage Protection of Citizens of IPA CIS Member Nations (IPA CIS IIMDD) Ivan Mushket made a report on “The Institute of Objective International Election and Referendums Observation”.
Participants of the Youth Electoral School “Elections in the Digital Era”, organized by the International Institute for Monitoring Democracy Development, Parliamentarianism and Suffrage Protection of Citizens of IPA CIS Member Nations (IPA CIS IIMDD), the IPA CIS IIMDD Bishkek Office and Kyrgyz National University named after J. Balasagyn, took part in the plenary session. During the demonstration, the School participants were introduced to the possibilities of electronic technologies used in elections and referendums in the Kyrgyz Republic.
At the end of the plenary session, the Forum participants adopted a final resolution.
