Experts Discussed Transformation of Political Processes Triggered by Digital Technologies

On 1 December 2020, a roundtable “Transformation of Political Processes Triggered by Digital Technologies” organized by the Russian Public Institute of Electoral Law was held via videoconferencing.

The roundtable was attended by Secretary General – Head of the IPA CIS Council Secretariat Dmitriy Kobitskiy, Deputy Head of the IPA CIS Council Secretariat – Director of the IPA CIS IIMDD Ivan Mushket, member of the Central Election Commission of the Russian Federation Anton Lopatin, Chair of the Board of the Russian Public Institute of Electoral Law Igor Borisov, IPA CIS IIMDD expert, Doctor of Law, Professor, distinguished academic of the Russian Federation Roman Romashev, representatives of election commissions of Moscow and Voronezh Region, electoral law researchers from Moscow State University, the Russian Presidential Academy of National Economy and Public Administration (RANEPA), the High School of Economics and Far Eastern Federal University.

In his welcoming speech, Dmitriy Kobitskiy noted: “New technologies are changing the usual course of events, opening up new opportunities and posing new challenges. Given the global nature of the information space, the issue of digital boundaries and digital sovereignty arises. When technologies are introduced into vital areas, such as the electoral process, preventing interference in the internal affairs of sovereign states becomes a major goal”.

At the end of the meeting, member of the Central Election Commission of the Russian Federation Anton Lopatin invited the participants to continue discussion of the issues in the CEC margins.
