CIS MPs Considered Draft Model Laws in Field of Science and Education

The Tavricheskiy Palace hosted a meeting of the IPA CIS Permanent Commission on Science and Education presided by Chair of the Commission, Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Science, Education and Culture Lilia Gumerova. The MPs discussed a number of important draft model laws in the field of science and education, the commercialization of the results of intellectual activity, and support for talented children and youth.

The meeting of the Permanent Commission brought together MPs and senators of Azerbaijan, Armenia, Belarus, Kazakhstan, Moldova, Russia, Tajikistan and Uzbekistan, as well as representatives of the IPA CIS Council Secretariat headed by Secretary General of the IPA CIS Council Dmitriy Kobitskiy.

At the beginning of the meeting, Chair of the Committee of the Milli Majlis of the Azerbaijan Republic on Science and Education Bakhtiyar Aliyev and Chair of the Standing Commission of the House of Representatives of the National Assembly of the Republic of Belarus on Education, Culture and Science Igor Marzalyuk were re-elected as Deputy Chairs of the Standing Committee. Member of the National Assembly of the Republic of Armenia Yelena Kirakosyan was also elected Deputy Chair.

The parliamentarians considered the revised Model Information Code for the CIS Member Nation, which became highly relevant due to the major changes in the information sphere, including those resulting from the rapid digitalization.

The document defines the rights to access, disseminate, store information, the principles of its dissemination, as well as the right to appeal against actions related to the circulation of information. The document addressed the rights and responsibilities of journalists. For the first time, the document defines the concept of public information, disseminated through channels that do not have the status of media, for example, in social networks, and regulates the circulation of information intended for minors.

The members of the Commission generally approved the draft of the revised Model Information Code and suggested that the developer continue to work on the document, taking into account the proposals and comments.

The Commission also discussed the draft Recommendations on Measures to Identify and Support Talented Children and Youth, the draft Recommendations on the Organization of with Parents Advocacy and the Activities of Parents’ Communities.

In addition, the Commission discussed the work carried out by the Law Institute of the Peoples’ Friendship University of Russia to improve the draft Recommendations on the Perspective Areas of Model Law-Making in the Field of Science and Education. The document defines the legal status of a “young scientist” and outlines promising directions for the development of new model laws, including on the issues of social adaptation of migrants and their family members, guarantees in the field of education, family forms of education, defining scientific ethics, as well as the role of the state and the scientific community in formulating its norms and monitoring compliance, etc.

The MPs highly appreciated the experts’ work, which was deep, fruitful and responsible, based on a serious analysis of model legislation and national norms. The Commission decided to send the document to the relevant committees and commissions of the IPA CIS parliaments to obtain expert opinions.

The meeting also considered the draft CIS Recommendations on Coordinated Approaches to the Formation of a System of Modern Pharmaceutical Education, the draft Model Law on State Certification (Accreditation) of Subjects of Scientific and Technical Activities, draft amendments to the Model Law on Scientific and Technological Activity, the draft Model Law on the Commercialization of the Results of Intellectual Activity, etc.

The MPs also approved the draft Regulations on the International Cultural and Educational Forum “Children of the Commonwealth” in terms of their competence and discussed the work plan of the IPA CIS Permanent Commission on Science and Education for 2022.
