IPA CIS Permanent Commission Completed Work on Draft Recommendations on Development and Application of Public-Private Partnership Mechanisms

On 25 November 2021, the meeting of the IPA CIS Permanent Commission of Economy and Finance took place in the Tavricheskiy Palace – the IPA CIS headquarters. The meeting was attended by members and plenipotentiary representatives of parliaments of the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Republic of Moldova, the Russian Federation and the Republic of Tajikistan, as well as experts and staff members of the IPA CIS Council Secretariat.

The meeting began with an organizational issue – the election of a chair and his deputy. Following the voting, member of the Standing Committee of the National Assembly of the Republic of Armenia on Regional and Eurasian Integration Aleksey Sandykov was re-elected Chair of the Commission. Chair of the Standing Commission of the Council of the Republic of the National Assembly of the Republic of Belarus on Economy, Budget and Finance Tatyana Runets was re-elected Deputy Chair of the Commission.

Further, a final discussion of the draft Recommendations on the Development and Application of Public-Private Partnership Mechanisms in the CIS Member Nations (a collection of model documents, methodological recommendations and practices) took place. Following the deliberations, the Commission members decided to adopt in general the draft Recommendations, which were finalized taking into account the proposals and comments received, and to ask the IPA CIS Council to include the relevant issue in the agenda of the next plenary session of the Assembly in spring 2022.

In addition, the meeting discussed other draft model documents, including the CIS Concept for the Development of the Productive Forces, Recommendations for the Development of Cooperation of the CIS Member Nations in the Field of Economic Security, Model Laws on Public Procurement and on Technology Transfer and Measures for its Promotion and Regulation in the CIS Member Nations.

The Commission paid special attention to the process of economic digitalization. Currently, the Commission is working on the drafts of a number of model laws in this area: on Digital Financial Assets, on Digital Transformation of Industries of the CIS Member Nations, on Digital Transformation of the Service Sector of the CIS Member Nations, on Digital Space, Infrastructure and Regulation in the CIS Member Nations, on Digital Rights.

In order to clarify the model tax legislation, the Commission members discussed the chapters of the Special Part of the Model CIS Tax Code, dedicated to simplified taxation system, patent taxation system and tax on professional income. The Commission decided to accept the draft chapters as a basis and submit them to the CIS parliaments for their comments and proposals.
