Parliamentarians and Experts Discussed a Number of Model Laws in Field of Healthy Lifestyles

Today, a meeting of the IPA CIS Permanent Commission on Social Policy and Human Rights was held in the Tavricheskiy Palace – the headquarters of the CIS Interparliamentary Assembly.

The event brought together members and plenipotentiary representatives of the parliaments of the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Republic of Moldova, the Russian Federation and the Republic of Tajikistan, as well as experts and staff members of the IPA CIS Council Secretariat.

The meeting was opened by Secretary General of the IPA CIS Council Dmitriy Kobitskiy.

Member of the Committee of the Milli Majlis of the Azerbaijan Republic for Law Policy and State-Building, member of the Defence, Security and Counter-Corruption Committee of the Milli Majlis of the Azerbaijan Republic, Chair of the IPA CIS Permanent Commission on Social Policy and Human Rights Nizami Safarov was re-elected Chair of the Commission.

Chair of the Standing Commission of the National Assembly of the Republic of Armenia on Health Care and Social Affairs Narek Zeynalyan, member of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Youth Policy Natalia Poluyanova and Chair of the Committee of the Majlisi namoyandagon of the Majlisi Oli of the Republic of Tajikistan on Social Issues, Family and Public Health Sumangul Taghoizoda were elected Deputy Chairs.

Chairman of the St. Petersburg Committee on Labour and Employment Dmitriy Cherneyko briefed the Commission members on the results of the 5th St. Petersburg International Labour Forum, which took place in April 2021 and thanked the IPA CIS for its assistance.

The Commission considered model laws aimed at implementation of the rights of citizens in the CIS Member Nations to a healthy lifestyle, including the Model Law on Social Advertising and Promoting Healthy Lifestyles, on Protection the Health of Citizens from the Harmful Effects of Tobacco Smoke, on Marketing Food Products for Children, on Digital Health Care, on the National Societies of the Red Cross and Red Crescent and on Professional Liability Insurance of Medical Workers.

The Commission finalized the draft Recommendations on Legislative Support of Protection of Workers’ Claims in Case of Insolvency (Bankruptcy) of Enterprises (Organizations). It was decided to ask the IPA CIS Council to include the issue on the agenda of the next IPA CIS plenary session.

In conclusion, the Commission members amended the Long-Term Plan of Model Law-Making of the CIS for 2020-2022, discussed and approved the draft Final Declaration of the international conference “Universal Health Coverage and Sustainable Development Goals” co-organized today by the CIS Interparliamentary Assembly and the WHO Regional Office for Europe.
