IPA CIS Permanent Commission on Economy and Finance Discussed Model Recommendations on Public-Private Partnership

Today, the Tavricheskiy Palace – the headquarters of the CIS Interparliamentary Assembly – hosted the meeting of the IPA CIS Permanent Commission on Economy and Finance.

The event was attended by the MPs from the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan, the observers and experts of the European Bank for Reconstruction and Development, the International Congress of Industrialists and Entrepreneurs, the General Confederation of Trade Unions, as well as the representatives of leading economic universities of Russia.

At the beginning of the meeting member of the Committee of the Milli Mejlis of the Azerbaijan Republic for Economic Policy, Industries and Enterprising Rufat Guliyev was elected the Deputy Chair of the Commission.

The MPs continued work on the CIS Recommendations on Development and Application of Mechanisms of Public-Private Partnership.  The feedback and comments from the national parliaments were presented by the developer of the document: partner and head of the Infrastructure, Energy and Public-Private Partnerships group in Russia and CIS, Central Asia and Caucasus Alexander Dolgov of the law firm Squire Patton Boggs and Senior Counsel of the same firm Konstantin Makarevich.

Senior Legal Counsel of the European Bank for Reconstruction and Development Aleksey Zverev expressed gratitude to the MPs for the comments and noted a considerable work carried out jointly for the last four years in this field. 

The work of the IPA CIS Expert Advisory Board on Economy for the last period was presented by its member, Assistant Professor of the Department of Economic Security of the Faculty of Business, Customs and Economic Security of St. Petersburg State University of Economics Andrey Ananiev.

The MPs also considered the draft model laws on Public Procurement, on Digital Financial Assets and three chapters of the Special Part of the Model CIS Tax Code, dedicated to the special tax regime.

The members of the Commission approved all the presented draft concepts as a basis and decided to submit them to the IPA CIS parliaments for their comments and proposals.
