Parliamentarians Discussed Development of Effective Dialogue Between Local Authorities and Citizens

On 24 May, the retreat meeting of the IPA CIS Permanent Commission on Practices of State-Building and Local Government was held in Zelenogorsk. The session paid particular attention to effective dialogue between municipal authorities and citizens, as well as documents in the electoral field.

Chair of the Standing Commission of the House of Representatives of the National Assembly of the Republic of Belarus on State Building, Local Government and Regulations Valentin Semenyako was re-elected the Chair of the Commission.

The participants also considered a number of model laws: the Concept of the Recommendations on Ensuring and Protecting the Electoral Sovereignty of the State, the Concept of the Recommendations on E-Voting Observation and the Concept of the Recommendations on the Organization of the Activities of Local Governments.

The Commission also began work on the Recommendations on the Activities of Local Governments to Ensure and Protect the Rights of Citizens in the Digital Environment, on the Implementation of the State Environmental Policy at Local Level and on the Use of Different Forms of Dialogue to Address Territorial Development Issues.

The next meeting of the IPA CIS Permanent Commission will be held in Grodno in September 2023.

The meeting brought together the representatives of the parliaments of Azerbaijan, Armenia, Belarus, Kyrgyzstan, Russia and Tajikistan, experts, staff members of the IPA CIS Council Secretariat.
