Permanent Commission on Science and Education Approved a Model Law in Field of Intellectual Activity

Today, a meeting of the IPA CIS Permanent Commission on Science and Education took place in the Tavricheskiy Palace – the IPA CIS headquarters.
The event brought together MPs from the Azerbaijan Republic, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan, experts and the representatives of leading Russian universities.
The meeting began with the election of the Chair of the IPA CIS Permanent Commission on Science and Education. Secretary General of the IPA CIS Council Dmitriy Kobitskiy said that the Federation Council of the Federal Assembly of the Russian Federation once again nominated Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Science, Education and Culture Lilia Gumerova to this position. The Commission members unanimously supported her candidacy. Chair of the Committee of the Majlisi namoyandagon of the Majlisi Oli on Science, Education, Culture and Youth Policy of Republic of Tajikistan Nasib Sodiki was re-elected Deputy Chair of the Commission.
The Commission members considered the proposals to the draft Long-Term Plan for Model Law-Making in the Commonwealth of Independent States for 2023-2025, received from the CIS parliaments, the IPA CIS Expert Advisory Board on Science and Education and the developers of model laws.
The Long-Term Plan for Model Law-Making will include the Model Laws on Quality Assurance Standards in Higher Education in CIS Member Nations, on Artificial Intelligence, on the Implementation of Network Educational Programs, amendments to the Model Education Code for the CIS Member Nations, General Provisions (revised) and a number of other documents.
During the meeting, a draft Model Law on the Commercialization of Rights to the Results of Intellectual Activity in the Field of Science and Technology was considered. The Commission members discussed the comments received from the parliaments, approved the document in general and decided to ask the IPA CIS Council to include the relevant issue in the agenda of the next IPA CIS plenary session.
The work on the draft Recommendations on Promising Areas of Model Law-Making in the Field of Science and Education and Recommendations on Coordinated Approaches to the Formation of Modern Pharmaceutical Education System in the CIS Member Nations was also recognized as completed.
The meeting also discussed the draft of the revised Model Information Code for the CIS Member Nations, amendments to the Model Law on Scientific and Technological Expertise, Model Law on State Certification (Accreditation) of subjects of Scientific and Technical Activity.
The Commission members considered a number of draft recommendations: on legal regulation of the use of artificial intelligence, on digitalization in the field of education, on the organization of educational work with parents and the activities of parental communities, on Measures to Identify and Support Talented Children and Youth.
Following the discussion, the Commission members decided to send these model laws to the IPA CIS parliaments to obtain expert opinions.
In addition, the Commission members summed up the work of the last year and were briefed on the VI Congress of Teachers and Educators of the CIS and the conference “30th Anniversary of the Commonwealth of Independent States: Results and Prospects, held last autumn, as well as on the preparation of the international conference “Legal Aspects of the Digital Development of Society” to be held this year.
