Environmental Experts Discussed IPA CIS Model Law on Development and Protection of Mountainous Areas

A seminar aimed at discussion of the IPA CIS Model Law on Development and Protection of Mountainous Areas was held in Essentuki (Russian Federation).   State Secretary – Deputy Minister of North Caucasus Affairs of the Russian Federation Oleg Khatsaev presided over the event organized by the Ministry. He emphasized the particular importance of the Model Law on Development and Protection of Mountainous Areas for improving Russian legislation.


The seminar brought together heads of municipalities located in the mountainous territories of the Republic of Dagestan, the Republic of Ingushetia, the Kabardino-Balkarian Republic, the Karachay-Cherkess Republic, the Republic of North Ossetia-Alania and the Chechen Republic. The participants unanimously supported the model law stressing its importance and timeliness.


The IPA CIS Council Secretariat was represented at the seminar by Secretary of the IPA CIS Permanent Commission on Agrarian Policy, Natural Resources and Ecology Natalia Amburtseva. She presented the detailed outcomes of the Commission’s work on the draft Model Law on Development and Protection of Mountainous Areas.

The participants proposed a number of recommendations to finalize the model law based on the results of the discussion.
