IPA CIS Permanent Commission on Agrarian Policy, Natural Resources and Ecology Meets in Tavricheskiy Palace

The meeting of the IPA CIS Permanent Commission on Agrarian Policy, Natural Resources and Ecology took place in the Tavricheskiy Palace – the IPA CIS headquarters.

The event brought together the MPs from the Azerbaijan Republic, the Republic of Armenia, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, the Russian Federation and the Republic of Tajikistan, as well as the representatives of scientific and educational institutions, relevant ministries and agencies.

The meeting started with the organizational issue - the election of the Chair of the Commission. Chairman of the Committee of the Parliament of the Republic of Moldova for Agriculture and Food Industry Radu Mudreac, was nominated for this position. Secretary General – Head of the IPA CIS Council Secretariat Dmitriy Kobitskiy noted the significant professional success of Radu Mudreac in the field of agriculture and ecology.

The candidacy of Radu Mudreac was unanimously approved, after which the participants proceeded to consider model laws developed by the Commission.

As a result of the discussion, draft model laws on Environmental Safety Pipeline Transportation of Oil Products and on Agroinsurance were considered completed. The IPA CIS Permanent Commission decided to approve these model laws and request the IPA CIS Council to put them before the next IPA CIS plenary session.

The Commission members decided to continue work on draft model laws on Elimination of Accumulated Environmental Damage, on State Information Systems in the Field of Environment, Nature Management and Environmental Safety, on Development and Protection of Mountainous Areas and on Legal Regime of Territories Affected by Radioactive Contamination, taking into account the opinions, comments and suggestions made at the meeting.

In accordance with established practice, the IPA CIS Permanent Commission continued its analysis of the use of the model legislation, adopted by the IPA CIS on the initiative of the Commission, by the national parliaments of the participating countries. This time, the meeting provided relevant information on the legislation of the Kyrgyz Republic. The Commission took note of it and considered it appropriate to publish the presented material in the IPA CIS editions.

The participants also exchanged views on promising areas for the development of model legislation in the CIS Member Nations in the field of agrarian policy, natural resources and ecology and proposals to a long-term plan of model legislation for the next period.
