Model Laws Related to State Building and Local Government Discussed in Tavricheskiy Palace

The meeting of the IPA CIS Permanent Commission on Practices of State-Building and Local Government took place in the Tavricheskiy Palace – the IPA CIS headquarters.

The event brought together the MPs from the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan and Turkmenistan.

Member of the Committee of the Milli Mejlis of the Azerbaijan Republic on Legal Policy and State-Building Fazail Aghamali and member of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Issues of the Commonwealth of Independent States and Contacts with Fellow Countryman Yuri Mishсheriakov were elected the Deputy Chairs of the Commission.

The meeting considered the draft Model Laws on Parliamentary Oversight, Glossary of Terms and Definitions for Developing Legal Acts in State-Building and Local Government as well as the Concept of Sustainable and Safe Development for the CIS. The members of the Commission decided to approve these documents and submit to the IPA CIS Council for the inclusion into the agenda of the next plenary session of the IPA CIS.

The work on draft Model Laws on Regional Investment Projects and on State Awards, as well as the Model Electoral Code of the CIS Member Nations will be continued.

The members of the Commission also discussed the results of the round table “Democratic Foundations of Local Self-Government”, which was held on 31 May 2019 in Gatchina, Leningrad region.

The meeting concluded with the presentation of the report of the All-Russian Congress of Municipalities on the state of local government, prospects for its development and improvement in the Russian Federation.
