IPA CIS Permanent Commission on Economy and Finance Finished Drafting Model Laws on Engineering

The meeting of the IPA CIS Permanent Commission on Economy and Finance took place in the Tavricheskiy Palace - the IPA CIS headquarters.

The event brought together the MPs from the Azerbaijan Republic, the Republic of Armenia, the Republic of Kazakhstan, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan as well as the representatives of international organizations, scientific and educational institutions.

Chairman of the Permanent Commission on Economy and Finance, Chairman of the Standing Committee of the National Assembly of the Republic of Armenia on Territorial Administration, Local Self-Government, Agriculture and Environment Varazdat Karapetyan opened the meeting and welcomed on behalf of all members of the Commission the MPs from the Republic of Uzbekistan, participating in the work of the IPA CIS Permanent Commission for the first time.

Chairman of the Committee of the Majlisi namoyandagon of the Majlisi Oli of the Republic of Tajikistan on Economics and Finance Sharif Rahimzoda was re-elected Deputy Chairperson of the Commission. Deputy Chairman of the Committee of the Milli Majlis of the Azerbaijan Republic on Public Associations and Religious Entities Khanlar Fatiyev was also elected Deputy Chairman of the Commission.

The participants decided to consider the draft model laws on Construction of Real Estate on Basis of Shared Equity, on Engineering Practice and on Engineering Activity and Engineering completed. It was decided to ask the IPA CIS Council to include those issues into the agenda of the spring plenary session.

The meeting also considered the issue of preparing recommendations for the development and implementation of PPP mechanisms in the CIS Member Nations. Senior Counsel of the European Bank for Reconstruction and Development Alexei Zverev, and partner and head of the Infrastructure, Energy and Public Private Partnerships group in Russia and CIS, Central Asia and Caucasus law firm Squire Patton Boggs Alexander Dolgov provided a report on this issue.

Members of the Permanent Commission discussed the implementation of the Long-Term Plan of Model Law-Making of the CIS for 2016-2020 and debated proposals for a draft similar plan for the next period.

Moreover, the participants were informed on the outcomes of the meeting of the Expert Advisory Board on Economy, which took place in the Tavricheskiy Palace on 2 October 2019.
