Issues of security and countering new challenges and threats discussed in the Tavricheskiy Palace

Meeting of the IPA CIS Joint Commission on Harmonization of Laws in the Sphere of Security and Countering New Challenges and Threats took place in the IPA CIS headquarters.

During the meeting members of the Commission discussed the Draft Model Law on National Security, which is being developed in accordance with the decision of the CIS Council of Heads of State of 16 September 2016 on the Program of Cooperation of the CIS Member States in Combating Terrorism and Other Violent Manifestations of Extremism for 2017-2019.

The efforts to develop the Model Law on National Security included the work on the Draft Recommendations on Improving and Harmonization of the CIS National Legislation on Analysis (Expertise) of Information Materials in Order to Identify Elements of Offences of Extremist and Terrorist Nature and the Recommendations for the Adoption of International Humanitarian Law Principles in Countering Terrorism and Other Violent Manifestations of Extremism. The letter is intended to provide methodological support for preparation of legal opinions on draft combat and other documentation by officials (government bodies, including legal service units) who, during an internal armed conflict caused by anti-governmental armed units, perform the duties of legal advisers in organizing inter-type, inter-departmental and territorial interaction of armed forces, created by groups of the armed forces and other formations, military formations, and territorial bodies of executive power and military control.
