Meeting of the IPA CIS Permanent Commission on Defense and Security

The meeting of the IPA CIS PC on Defense and Security took place in the Tavricheskiy Palace. The meeting brought together the representatives of the parliaments of the Azerbaijan Republic, the Republic of Armenia, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan, as well as sponsors of draft documents and experts.

The meeting began with a few organizational matters: Deputy Chair of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Defense Viktor Zavarzin was re-elected as Chair of Commission, and Member of the Committee of the Milli Mejlis of the Azerbaijan Republic on Defense, Security and Combating Corruption Adil Aliev, Member of the Standing Committee of the National Assembly of the Republic of Armenia on Foreign Relations Gora Gevorkyan and Member of the Committee of the Mazhilis of the Parliament of the Republic of Kazakhstan on Foreign Affairs, Defense and Security Zhanat Jarasov were elected his deputies.

The participants considered the information regarding the draft Recommendations on the Application of the Principles of International Humanitarian Law to Counter Terrorism and Other Violent Forms of Extremism.

The parliamentarians also discussed amendments to the model law “Drugs, Psychotropic Substances and their Precursors”, recognizing the amendments as relevant and appropriate and noting the need to adapt the model law to the system of public relations on the circulation of drugs and psychotropic substances which had transformed since its adoption in 2006.

Victor Zavarzin stressed the importance of combating the spread of drugs in modern conditions and called on his colleagues from the IPA CIS member nations to share their parliaments’ best practices in this area in the course of drafting the revised document.
