Model Laws Related to Social Policy Discussed in Tavricheskiy Palace

The meeting of the IPA CIS Permanent Commission on the Social Policy and Human Rights took place in the Tavricheskiy Palace – the IPA CIS headquarters.

The event brought together the MPs from the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan, as well as the representatives of the academia, relevant agencies and international institutions.

Member of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Information Policy, Information Technologies and Telecommunications Yuriy Berezutskiy was re-elected through an open vote the Deputy Chair of the Commission.

The meeting discussed the preparation for the 4th St. Petersburg International Labour Forum scheduled for 2020, which is the largest convening platform in the Russian Federation on the issues of labour and human capital development. The 2020 Forum agenda features the discussion of the CIS Model Labour Code and the CIS Model Migration Code elaborated by the Commission. Moreover, the Forum will discuss the regulation of labour migration and review digital products and solutions applicable across the Commonwealth.

Chairman of the Committee for Labour and Employment of St. Petersburg Dmitriy Cherneiko proposed to include the event into the work plan of the IPA CIS for 2020. The initiative was unanimously approved by the Commission and will be submitted for the consideration of the IPA CIS Council.

Associate professor of the Civil and Labour Law Department of the North-West Institute of Management, branch of the Russian Presidential Academy of National Economy and Public Administration Galina Elistratova, who spoke as the developer of the draft CIS Model Labour Code, told about the amendments to the draft documents, including on the provisions concerning the transition to electronic processing of documents, the use of electronic signature, the guarantees for the employees during the health check-ups and professional standards. The members of the Commission considered the amended document and decided to approve it and submit to the IPA CIS Council for the inclusion into the agenda of the next plenary session of the IPA CIS.

Yuriy Berezutskiy presented the draft Model CIS Migration Code and explained the reasons of the lengthy consideration of the document. A developer’s representative, Programme Director of the International Alliance “Labour Migration” Sergey Boldyrev reminded of two previously adopted model laws: on Migration and on Migration of Labor, and highlighted the innovative nature of the Model CIS Migration Code.

The meeting also considered the draft model laws on Refugees and on Organ Donation, as well as the Model CIS Agreement on the Bank of Invalid Identity Documents. It was decided to ask the IPA CIS Council to include those issues into the agenda of the plenary session.

The participants discussed the draft model laws on Ensuring Children's Rights to Health Care in the CIS, on Psychiatric Care and Guarantees of the Citizens Rights for its Provision, the CIS Recommendations on Clinical Protocols in Provision of Medical Care and the Recommendations on Access to Information on the Legal Status of Citizens.

The meeting also discussed the issues of implementation of the Long-Term Plan of Model Law-Making of the CIS for 2016-2020 and amendments to the Long-Term Plan of Model Law-Making of the CIS for 2020-2022; the results of consideration by the CIS parliaments of the possibility of ratification of the Protocol to Eliminate Illicit Trade in Tobacco Products to the WHO Framework Convention on Tobacco Control and on results of the technical briefing on the issue of the parliamentarian network in the field of public health within the 69th session of the WHO Regional Committee for Europe.
