MPs from the CIS countries discussed the issues of defense and security

The Tavricheskiy Palace, the headquarters of the IPA CIS, provided a venue for the session of the IPA CIS Permanent Commission on Defense and Security. The meeting brought together the members of the Commission from the National Assembly of the Republic of Armenia, the National Assembly of the Republic of Belarus, the Parliament of the Republic of Kazakhstan, the Jogorku Kenesh of the Kyrgyz Republic, the Federal Assembly of the Russian Federation, Majlisi Oli of the Republic of Tajikistan, as well as the draft developers and experts.

The members of the Commission elected Viktor Zavarzin, Deputy Chair of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Defense, as Chair of the commission and Zhanat Jarasov, Member of the Committee of the Mazhilis of the Parliament of the Republic of Kazakhstan on Foreign Affairs, Defense and Security, as its Vice Chair.

During the meeting the members finalized the draft Model Law on Volunteer Fire Service and the draft Model Guidelines on International Humanitarian Law for the CIS. It was decided that the Chair of the Commission will present the drafts at the IPA CIS plenary session.

The participants of the meeting discussed the draft Model Law on Civil Protection and proposed to the developer to present the finalized version during the next regular meeting of the Commission, taking into account amendments and proposals.

In addition, the MPs were informed on the use of the model laws in the field of defense and security in the law-making activity of the IPA CIS Member Parliaments, on the progress of preparation for the international conference on countering terrorism, on the amendments to the Long-term Plan of Model Law-Making in the CIS for 2016–2020 and on the other issues.
