Republic of Uzbekistan Representative Heads IPA CIS Permanent Commission on Culture, Information, Tourism and Sport

The meeting of the IPA CIS Permanent Commission on Culture, Information, Tourism and Sport took place in the Tavricheskiy Palace – the IPA CIS headquarters.

The event brought together the MPs of the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan.

Chair of the Committee of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan on Budget and Economic Reforms Adham Shadmanov was elected the Chairman of the Commission. Secretary General – Head of the IPA CIS Council Secretariat Dmitriy Kobitskiy welcomed the active involvement of the Uzbek delegation in the IPA CIS activities.

Member of the Committee of the Milli Mejlis of the Azerbaijan Republic on Labor and Social Policy, member of the Committee of the Milli Mejlis of the Azerbaijan Republic on Culture Elmira Akhundova was re-elected the Deputy Chairperson of the Commission.

The participants discussed and approved in general the draft model laws on Digital Notarial Procedures in the Course of Cross-Border Information Exchange and on Social Tourism. The members of the Commission decided to appeal the IPA CIS Council to include these draft model laws into the agenda of the upcoming plenary session for the consideration by the parliamentary delegations.

The participants also discussed the Model Law on Digital Development and decided to submit it to the Executive Committee of the CIS Regional Commonwealth in the Field of Communications, the Joint IPA CIS – RCC Board of Experts and other relevant organizations to obtain expert opinion.

The draft Convention on Preservation of CIS Cultural Heritage generated a lively discussion. First Deputy Chair of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Culture Elena Drapeko reminded the participants that the decision to establish a separate commission on drafting the CIS Convention on Preservation of Intangible Cultural Heritage taken at the last session of the Commission helped to accelerate the project. She explained that the convention on those objects of cultural heritage referred to as intangible heritage in terms of the UNESCO and the UN would be the subject of another document.

The project was returned to the developers for introduction of amendments proposed at the meeting of the Commission with its subsequent submission to the IPA CIS Council.

The members of the Commission also discussed the outcomes of implementation of the Long-Term Plan of Model Law-Making of the CIS for 2016-2020, the amendments to the Plan, information on the use of model laws approved by the IPA CIS upon the initiative of the Commission in the law-making activity of the Milli Mejlis of the Azerbaijan Republic, etc.
