The IPA CIS is planning to draft a model migration code

Secretary-in-charge of the IPA CIS Board of Experts on Public Health Evgenia Vladimirova gave an interview to the journalists of the “Belta” news agency before the meeting of the board on finalizing the draft CIS Cooperation Agreement on Health Insurance of Immigrant Workers and their Family Members.

“The IPA CIS intends to develop a model migration code. The first stage of its elaboration is to begin in 2017”, said Evgenia Vladimirova. “The model migration code will be a major integrated document covering basic issues of migration regulation, and relevant matters of protection of the rights and obligations of immigrant workers and their families”.

Decisions to be taken at the meeting during the work on the draft agreement will become the basis for further development of the model migration code and address the issues related to health insurance of immigrant workers. “Health problems and the need for elective surgery and hi-tech medical care become unresolvable issues for immigrants because they cannot afford it. Of course, it is very important to us to ensure protection for these people. In this agreement, the CIS member nations will guarantee the rights and the protection of life and health of immigrant workers", said the Secretary-in-charge.

In 2016, the Interparliamentary Assembly of the CIS member nations adopted a model law “On medical insurance”. “The guidelines and provisions of the agreement considered at today's meeting have already been included in the model law”.

The draft CIS Cooperation Agreement on Health Insurance of Immigrant Workers and their Family Mambers was discussed on 24 January at the additional meeting of the board of experts, taking into account the comments that had appeared in the course of the approval at the national level.
