Work on the draft Convention on the Preservation of the CIS Cultural Heritage continues

The headquarters of the CIS Interparliamentary Assembly hosted a regular meeting of the Working Group on Drafting the Convention on the Preservation of the CIS Cultural Heritage.

The meeting was attended by Member of the Standing Committee of the National Assembly of the Republic of Armenia on State and Legal Affairs and Protection of Human Rights Tigran Urikhanyan, Vice Chair of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Science, Education and Culture, Chair of the IPA CIS Permanent Commission on Culture, Information, Tourism and Sport Sergey Rybakov, First Vice-chairperson of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Culture Elena Drapeko, Deputies of Secretary General of the IPA CIS Council – Plenipotentiary Representative of the National Assembly of the Republic of Armenia Ayk Chilingaryan, Plenipotentiary Representative of the National Assembly of the Republic of Belarus to the IPA CIS (delegated authority) Viktor Kogut, Plenipotentiary Representative of the Jogorku Kenesh of the Kyrgyz Republic Nurbek Satvaldiev, Plenipotentiary Representative of the Parliament of the Republic of Moldova Ion Lipciu, Plenipotentiary Representative of the Federal Assembly of the Russian Federation to the IPA CIS Irina Sokolova, Plenipotentiary Representative of the Majlisi Oli of the Republic of Tajikistant to the IPA CIS Ibod Rakhimov, specialists and experts in the field of cultural heritage preservation and cultural tourism.

The Convention is prepared in accordance with the Long-Term Plan of Model Law-Making in the CIS for 2016–2020.

The Working Group on Drafting the Convention on the Preservation of the CIS Cultural Heritage was established by the IPA CIS Permanent Commission on Culture, Information, Tourism and Sport in May 2016. The relevance of the document stems from the decision of the CIS Member Nations to join their efforts to preserve the objects of national cultural heritage.

“We have been actively working on this document for a long time; in my opinion, we are working in a constructive spirit. Today we have agreed on many issues. We hope the Convention will be adopted during the spring session of the IPA CIS. It is important for us also because 2018 is declared the Year of Culture in the CIS”, said Sergey Rybakov, Chair of the IPA CIS Permanent Commission on Culture, Information, Tourism and Sport.

The meeting of the Working group took the following decisions:

-          To approve the Draft Convention on the Preservation of the CIS Cultural Heritage taking into account the amendments and proposals submitted during the meeting;

-          To ask the developer to finalize the Draft Convention on the Preservation of the CIS Cultural Heritage taking into account the amendments and proposals submitted during the meeting of the working group and to submit it to the IPA CIS Council Secretariat until 5 February 2018.

-          To recommend to the IPA CIS Permanent Commission on Culture, Information, Tourism and Sport to consider the finalized Draft Convention on the Preservation of the CIS Cultural Heritage at its meeting on 1 March 2018.
