Chairperson of the IPA CIS Council Valentina Matvienko noted that «SPIEF 2018 is a platform which shapes an atmosphere of trust».

IPA CIS SG Yury Osipov recalled in an interview that the first SPIEF took place in the Tavrichesky Palace under the auspices of the Federation Council of the Federal Assembly of the Russian Federation and the CIS Interparliamentary Assembly. The first forum discussed the practices of establishing a market economy in Post-Soviet states. Today SPIEF has become one of the most significant dialogue platforms on world economy and politics.

Initially, the forum was conceived as an analog of the Davos Forum. In May 1997, Heads of States of the Commonwealth welcomed the idea of hosting the Forum with a view to organize a ample, representative and objective discussion of economic and geopolitical development of countries.
