Valentina Matvienko: “Building a framework of inclusive education is a comprehensive challenge”

Chairperson of the IPA CIS Council, Speaker of the Federation Council of the Federal Assembly Valentina Matvienko says that the essence of inclusive education is in removing social injustice faced by physically and mentally challenged children. The causes of social inadaptability of these children have been rooted in flawed education practices that deprived them of access to regular schools.

Domestic and foreign practices both show that inclusive education gives children with non-standard education needs a chance to be trained to the level of their capabilities. On the other hand, at inclusive schools healthy kids learn about tolerance, kindness and responsibility.

The model law on Education of Persons with Disabilities adopted by the IPA CIS in 2002 has helped to mainstream this issue into the vision of education across the CIS. Currently, the IPA CIS PC on Science and Education are drafting the concept of the new model law on Inclusive Education.
