Experts Discussed Issues of Legal Regulation of International Academic Exchange

On 26 March, a meeting of the IPA CIS Expert Advisory Board on Science and Education was held in the Tavricheskiy Palace. The event was chaired by Rector of Peter the Great St. Petersburg Polytechnic University (SPbPU), Academician of the Russian Academy of Sciences, Chair of the St. Petersburg Branch of the Russian Academy of Sciences Andrei Rudskoi.

Before the meeting the participants observed a minute of silence for the victims of the terrorist attack that took place on 22 March in the Crocus City Hall near Moscow.

Andrei Rudskoi said that Head of the Model Law-Making Support Unit of the Expert and Analytical Directorate Tatyana Baranova was appointed Executive Secretary of the Board.

Director of the Graduate School of Legal and Forensic Engineering Studies of SPbPU Dmitriy Mokhorov and Advisor to the Minister of Science and Higher Education of the Republic of Kazakhstan, Academician of the National Academy of Sciences of Kazakhstan Jamila Nurmanbetova were appointed Deputy Chairs of the Board.

The Chair summed up the results of the Board’s work for 2023 and outlined the vectors of current directions of normative legal regulation in the field of science and education for 2024. Andrei Rudskoi also noted the implementation of the International Olympiad in Humanities and Social Sciences for schoolchildren of the CIS countries, the holding of which was unanimously supported by the members of the Board.

Advisor of the Department of Humanitarian Cooperation, General Political and Social Issues of the CIS Executive Committee Galina Kazak pointed out that the common educational space of the Commonwealth continued to develop actively in 2023, as well as the integration processes were aimed at further strengthening cooperation to ensure the quality and accessibility of education at all levels in the CIS countries.

The active development of national education systems at all levels was noted. The content of education continues to be updated, innovative information technologies are being introduced, and digital educational content is being developed and implemented. The attention of the countries is focused on the further development of inclusive education and the widespread use of innovative practices in the educational work system.

The concept of the draft Recommendations on the Regulation of International Academic Exchange was presented and supported at the meeting.

Secretary of the IPA CIS Permanent Commission on Culture, Information, Tourism and Sport Igor Minin presented the results of the international conference “Russian Language as a Basis for Integration Dialogue in the CIS”. About 4000 people took part, 160 reports were presented at 10 round tables. The proposals of representatives of the legislative and executive authorities of the CIS countries, specialized institutions of culture, science and education, international organizations, business and academic communities were included in the final resolution.

The meeting was attended by representatives of Azerbaijan, Armenia, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, the IPA CIS Executive Committee, relevant departments, research centers, leading universities and staff members of the IPA CIS Council Secretariat.

The next meeting of the Expert Advisory Board on Science and Education will be held in October 2024 in St. Petersburg.
