Model Law on Development and Protection of Mountain Territories Discussed at Civic Chamber of Russia

On 9 December, the Civic Chamber of the Russian Federation hosted public hearings on the topic “Concept of the Draft Federal Law on Development of Mountain Territories in the Russian Federation” in Moscow. The event was timed to coincide with International Mountain Day, which is celebrated on 11 December.

The event was co-organized by the Commissions of the Civic Chamber on the Agricultural Sector and Development of Rural Areas and on Territorial Development and Local Self-Government and moderated by Deputy Chair of the Commission on the Agricultural Sector and Development of Rural Areas Aygun Magomedov.

The meeting highlighted the need to adopt a federal law on mountain areas in order to create a legal basis for their development.

Secretary of the IPA CIS Permanent Commission on Agrarian Policy, Natural Resources and Ecology Natalia Amburtseva presented the Model Law on the Development and Protection of Mountain Territories adopted by the CIS Interparliamentary Assembly on 27 November 2020.

The discussion brought together members of the Civic Chamber, Russian MPs, representatives of the Accounts Chamber, the regional governments, federal and foreign ministries and agencies, representatives of the academic community.

As a result of the deliberations, the meeting adopted a resolution and established a working group mandated to draft a new federal law.
