IPA CIS Council Secretariat participates in discussion of Agreement on Organized Recruitment of Migrant Workers

The CIS Executive Committee in Minsk held a meeting of the working group on the draft Agreement on Organized Recruitment and Engagement of CIS Citizens for Temporary Employment in the other CIS Member Nation.

The event brought together the representatives of the relevant ministries and agencies of the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan, as well as the CIS Executive Committee and the Eurasian Economic Commission experts, which had participated in the meeting as an observer.

Secretary of the IPA CIS Permanent Commission on Social Policy and Human Rights Evgenia Vladimirova represented the IPA CIS Council Secretariat at the meeting.

The draft Agreement provides new areas of cooperation among the relevant CIS bodies in the field of digitalization of recruitment, pre-immigration preparation, organized recruitment of migrant workers. Head of the Labor Migration Unit of the Employment Department of the Ministry of Labour and Social Protection of the Russian Federation Gennadiy Sedakov noted that the main objective of the document was to help people to find a job, prepare for it, come to the employment country and then return to the country of origin.  

While the very idea of the organized recruitment of migrant workers is supported by the majority of the CIS countries, the key issue was whether the relevant agreement should be bilateral or multilateral. This item was brought to the forefront among the experts. During the debate the majority of the countries supported the bilateral format. The result will be presented at the regular meeting of the CIS Advisory Board on Labor, Migration and Welfare.

Secretary of the IPA CIS Permanent Commission on the Social Policy and Human Rights Evgenia Vladimirova noted that the draft was based on the Model Agreement on Organized Recruitment of Workers for Temporary Employment in the CIS adopted by the IPA CIS on 27 November 2015. The Model Agreement takes into account high relevance of the issue and has been drafted in the bilateral format.
