Meeting of the Board of Experts of the IPA CIS and the Regional Commonwealth in the Field of Communications

The regular meeting of the IPA CIS Board of Experts and the Regional Commonwealth in the Field of Communications took place in the Reading Hall of the Tavrichesky Palace.

Vice-Chair of the IPA CIS – RCC Board of Experts, Member of the State Douma of the Federal Assembly of the Russian Federation Committee on Property Nikolay Ivanov opened the meeting. Reporting on the recent activities, Director General of the RCC Executive Committee Nurudin Muhitdinov informed the participants that MPs and the Chairperson of the IPA CIS Council had welcomed the successful efforts of the Board of Experts. He stressed that today ICT was one of the key fields of communications.

On behalf of the RCC Execom, Nurudin Muhitdinov awarded Secretary General of the IPA CIS Council the 25th Anniversary Medal of RCC for Contribution in the Development of the RCC.

Alexey Sergeev stressed the need for the IPA CIS parliaments to mainstream the application of model laws sponsored by the Board of Experts and adopted by the Assembly. He also emphasized the need to establish and promote contacts with international organizations in the field of ICT in particular the International Telecommunication Union, and expressed confidence that the collective commitment and actions will form a basis for promoting digital society in the Commonwealth.

The IPA CIS – RCC Board of Experts focused on the following model laws and documents:

·        E-Government;

·        Cross-Border Information Exchange of Electronic Documents;

·        Digital Notaries Based on Trusted Third-Party Services;

·        Concept model laws on Promoting Digital Society, on Personal Data;

·        Outcomes of the R&D effort Improvement of KPIs and Structure of the Statistical Guidebook of RCC Administrations on ICT Development.

The meeting also analyzed the inclusions to the CIS Long-Term Plan of Model Law-Making for the period of 2016-2020 suggested by Board of Experts and heard the analytical report Prospects of Promoting Digital Society in the CIS.
