CIS MPs Supported Model Environmental Laws

The meeting of the IPA CIS Permanent Commission on Agrarian Policy, Natural Resources and Ecology was held in Samarkand within the framework of the IPA CIS autumn session, which took place in Uzbekistan for the first time.
The event brought together the MPs from the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan.
Secretary General of the IPA CIS Council Dmitriy Kobitskiy presented the candidates for the posts of Deputy Chairs of the Permanent Commission – member of the Milli Majlis Mikhail Zabelin and senator of the Russian Federation Viktor Novozhilov – who were supported unanimously.
Viktor Novozhilov presented the drafts of the revised Model Laws on Environmental Safety, on Access to Environmental Information, on Production and Consumption Waste, on Specially Protected Natural Areas, on Environmental Funds and on Beekeeping. The MPs approved the draft laws – they will be sent to the IPA CIS Council for consideration at the plenary session of the Assembly.
After the adoption by the Assembly, model laws are submitted to the national parliaments for implementation in the law-making process. This practice is aimed at harmonizing the legal systems of the Commonwealth countries.
The Commission members supported the proposal to establish the IPA CIS Expert Advisory Board on Ecology and Environmental Management, the issue will be submitted to the IPA CIS Council for consideration.
The Expert Advisory Board is expected to submit proposals on the priority directions of legislative activity to the relevant permanent commissions of the IPA CIS, to examine documents under development, to prepare analytical materials for the IPA CIS Council and the relevant permanent commissions.
The MPs were briefed about the development of the Russian legislation in the field of agrarian policy, natural resources and environment, as well as about the use by the Russian parliamentarians of the model documents developed by the Permanent Commission.
