IPA CIS – RCC Expert Advisory Board Discussed Issues of Digitalization of Elections and Electronic Commerce

The Expert Advisory Board of the CIS Interparliamentary Assembly and the Regional Commonwealth in the Field of Communications held its 24th meeting in Samarkand on 25 October. The participants discussed issues related to digitalization of elections, development of digital trade and legal regulation of the digital economy.

Chair of the Expert Advisory Board, Minister for the Development of Information Technologies and Communications of the Republic of Uzbekistan Sherzod Shermatov welcomed the participants of the meeting.

The member of the State Duma of Russian Federation Nikolay Ivanov moderated the meeting.

Deputy Head of the IPA CIS Council Secretariat – Director of the International Institute for Monitoring the Democracy Development, Parliamentarianism and Suffrage Protection of Citizens of IPA CIS Member Nations Ivan Mushket told the participants about the experience of monitoring the elections held using electronic voting technologies (remote electronic voting) on the example of the election campaign to the State Duma of Russian Federation in September 2021.

He noted that new technologies are used in the electoral process not only in the Russian Federation — this process is at a high level in the Kyrgyz Republic, as well as in the Republic of Armenia and the Republic of Moldova.

The participants of the Expert Advisory Board paid much attention to the current areas of legal regulation in the field of digital economy.

Experts noted a need to define terms related to information and to develop terminology defining new phenomena. In addition, it is worth adjusting the legislation so as to ensure equal access to data that is accumulated in state information systems and at the same time ensure information security.

The participants of the meeting were briefed on the work of the IPA CIS on the development of model laws in the field of digital development to be submitted to the IPA CIS national parliaments, in particular in the field of electronic commerce.

Legal aspects of the digital development will be the main issue of the international conference, to be held on 2 December 2022 in the Tavricheskiy Palace in St. Petersburg –  the IPA CIS headquarters.
