Drafting Documents in Field of Labour Protection in CIS is Under Way

The experts continue to work on the Draft CIS Recommendations on Assessment of Working Conditions at Workplaces and the Draft Agreed CIS Requirements for Control and Oversight of Labour Protection Legislation Compliance. The CIS Executive Committee, the CIS Interparliamentary Assembly, the General Confederation of Trade Unions, the CIS Advisory Board on Cooperation in the Field of Public Health and basic organizations of the CIS Member Nations in the field of work standardizing are involved in the process.

The documents are drafted on the instruction of the CIS Advisory Board on Labor, Employment and Social Security.

The Draft Recommendations and Draft Requirements were prepared by the Ministry of Labour and Social Security of the Republic of Kazakhstan based on the information received from the respective authorities of the Republic of Armenia, the Republic of Belarus, the Kyrgyz Republic, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, Turkmenistan and the Republic of Uzbekistan.

Following the approval by the CIS Advisory Board, both documents could be included in the Long-Term Plan of Model Law-Making of the CIS for 2020-2022 at the autumn meeting of the IPA CIS Permanent Commission on Social Policy and Human Rights.

The implementation of the above-mentioned documents is aimed at the improvement of the labour protection and social security policies, creating, preserving and improving the quality of workplaces, ensuring security and health of workers, enhancing the competitiveness of labour force.

The CIS Advisory Board has also drafted and adopted the CIS General Principles of Cooperation on Ensuring Opportunities for Employment for Specific Population Groups Experiencing Difficulties in Finding Work and the CIS Recommendations on Structure of Professional Standard.

The draft CIS Cooperation Agreement in the Field of Employment Promotion also prepared by the CIS Advisory Board was submitted for the consideration on the domestic level and will be discussed by the Council of the CIS Heads of Government.

The CIS Advisory Board also started research work on the CIS experience in the field of development and implementation of professional standards and qualifications.

This year the CIS Economic Council has approved the Action Plan on Implementation of the CIS Concept of Coordinated Social and Demographic Policy for 2020 – 2023. The IPA CIS is expected to develop a number of model laws in accordance with the Action Plan.
