Kyrgyz MPs Rejected Draft Law on Lowering Election Threshold to 5%

The meeting of the Committee on Constitutional Legislation, State Structure, Legal and Judicial Issues and Rules was held in the Jogorku Kenesh of the Kyrgyz Republic. According to the press service of the parliament, the draft constitutional law of the Kyrgyz Republic amending the Constitutional Law of the Kyrgyz Republic on Elections of the President of the Kyrgyz Republic and Members of the Jogorku Kenesh of the Kyrgyz Republic was considered in the first reading.

The draft law reduces the election threshold for political parties running for Jogorku Kenesh from 9% to 5%.

During the meeting, the participants questioned the usefulness of that decision. In particular, MP Aynuru Altybayeva noted that lowering the election threshold to 5% did not contribute to consolidation of the parties. In her view, it will lead to the fragmentation of votes among small parties.

One of the initiators of the draft law, MP Ishak Masaliev stated that during the parliamentary hearings, the participants proposed lowering the election threshold to 3%. In the view of Ishak Masaliev, the suggested electoral threshold is optimal, considering the current realities.

He was supported by MP Natalya Nikitenko. She noted that many parliamentary countries found the electoral threshold of 5 percent optimal.

Based on the discussions, the draft constitutional law of the Kyrgyz Republic amending the Constitutional Law of the Kyrgyz Republic on Elections of the President of the Kyrgyz Republic and Members of the Jogorku Kenesh of the Kyrgyz Republic was rejected.
