MPs of Russian Federation Adopted Law on Unified Register of Population Data

The State Duma of the Federal Assembly of the Russian Federation adopted the Law on the Unified Federal Information Register Containing Data on the Population of the Russian Federation”.

The register will contain specific information about the citizen: last name, first name and patronymic name, date and place of birth, gender, social security number of individual personal account, tax identity number, citizenship and family status.

The register will be maintained by the Federal Tax Service based on its data, as well as data from the Ministry of Internal Affairs, the Ministry of Defense, the Ministry of Science and Higher Education and financed from state extrabudgetary funds. The Tax Service shall protect all available information.

According to the press service of the State Duma, the Law is supposed to enter into force on 1 January 2022. Some rules will enter into force on 1 January 2024 and on 1 January 2025. The transitional period is provided until 31 December 2025. Furthermore, laws and regulations of the Russian Federation will not be able to impose a requirement to use the register as only one obligatory source of information.

The authors of the Law believe that this system will contribute to the fight against offences and fraud while obtaining the social assistance and taxes, fees and other obligatory payments, will increase the revenue collection to the budgets of all levels and reduce the time for delivery of state and municipal services.
