Shukurjon Zukhurov Sums Up Results of Work of MPs of Fifth Convocation of Republic of Tajikistan

The official web site of the lower chamber of the parliament of the Republic of Tajikistan published the speech of Speaker of the Majlisi namoyandagon of the Majlisi Oli of the fifth convocation Shukurjon Zukhurov on 28 February 2020, in which he sums up the results of MPs’ five years activity.

795 legal acts, including 484 laws, have been adopted at 129 sessions of the Majlisi namoyandagon of the Republic of Tajikistan for the last five years.

Shukurjon Zukhurov noted the active interparliamentary cooperation among the main achievements of the Majlisi namoyandagon of the Majlisi Oli of the Republic of Tajikistan of the fifth convocation. He stressed the resumed friendly relations between Tajikistan and Uzbekistan and the ratification of 16 important treaties on international cooperation. The Republic of Tajikistan signed agreements on strategic partnership with Kazakhstan, Turkmenistan, Belarus, also ratified by MPs.

Speaker of the Majlisi namoyandagon of the Majlisi Oli of the fifth convocation also commended the activity of his colleagues aimed at strengthening cooperation with parliaments of different countries and credible international organizations.

The Majlisi namoyandagon of the Majlisi Oli of the Republic of Tajikistan often uses model laws adopted by the CIS Interparliamentary Assembly in its law-making.

IPA CIS model laws and codes provided the framework for adoption of a number of laws of Tajikistan, for example on Ensuring Environmental Safety of Road Transport, on Protection of Competition, on Applications by Physical and Legal Entities, on Education for Adults, on State Industrial Policy, on Public-Private Partnership, on Domestic Tourism. Documents drafted by the IPA CIS in the field of public health were used during the drafting of the Code of Health Care of the Republic of Tajikistan. The model laws in the fields of economy, security and tourism are also widely implemented.

The IPA CIS Model Laws on Personal Data and on Strategic Forecasting and Planning Documents provided the framework for the laws of the Republic of Tajikistan adopted in 2018 and 2019, including the law on Personal Data Protection and on State Forecasting, Concepts, Strategies and Programs of Social and Economic Development of the Republic of Tajikistan.

Now the revised Tax and Civil Codes, as well as the draft Environmental Code of the Republic of Tajikistan are being drafted. The Model CIS Tax Code and the Model Laws on Inheritance Entitlement, on Principles of Dividing Property of the State, its Subjects and Municipal Districts, on Asset Management and Trust, on Law of Obligations and on Assessment of Environmental Damage were sent to the relevant working groups for the implementation.
