Vyacheslav Volodin Suggested that IPA CIS Should Develop Model Law on Cities of Labour Valour

On 20 February 2020, the State Duma of the Federal Assembly of the Russian Federation adopted in the final third reading a draft law introducing the title “City of Labour Valour”, submitted by President of the Russian Federation Vladimir Putin.

According to the document, the title will be assigned to Russian cities, whose residents “made a significant contribution to the Victory in the Great Patriotic War of 1941-1945, ensuring uninterrupted production of military and civilian products at industrial enterprises located in the city, and displaying mass heroism and commitment".

During the discussion of the draft law, leader of the faction of the Liberal Democratic Party of Russia Vladimir Zhirinovsky said that the title "City of Labour Valour" could also be assigned to the cities that were previously part of the USSR. In response, Speaker of the State Duma of the Federal Assembly of the Russian Federation, member of the IPA CIS Council Vyacheslav Volodin considered it appropriate to discuss the issue within the IPA CIS. “In the framework of harmonization of legislation and the development of model laws we can suggest that our colleagues consider and adopt it as a model law for the IPA CIS Member Nations,” he said. Vyacheslav Volodin also emphasized that all the peoples and cities of the USSR contributed to the Victory.”

Leader of the faction of the United Russia Sergey Neverov added that the same issue was discussed during the meeting of the delegation of the State Duma of the Federal Assembly of the Russian Federation with President of Azerbaijan Republic Ilham Aliyev. “There was a request to consider the cities that were part of the USSR, which also contributed,” said Sergey Neverov and noted that this issue could be reflected in the international agreements.

2020 was declared the Year of the 75th anniversary of the Victory in the Great Patriotic War in the Commonwealth of Independent States.
