New Model CIS Legislation on Migration Presented at Chamber of Commerce and Industry of Russia

New model laws adopted by the IPA CIS in the field of migration and the possibilities of their use were discussed at a roundtable held on 15 December at the Chamber of Commerce and Industry of Russia. The theme of the event was “Participation of the system of CCI of the Russian Federation in creating conditions and mechanisms for organized labor migration at the request of employers”.

The event was moderated by Chairman of the Commission on Labor Migration of the Council for Foreign Economic Activity of the Chamber of Commerce and Industry of Russian Federation Nikolai Kurdyumov and brought together representatives of the Chamber, the Eurasian Economic Commission, IOM Bureau in Moscow, authorities and academia.

In his opening remarks, Vladimir Padalko, Vice President of the Chamber of Commerce and Industry of Russian Federation, noted the importance of recruiting and attracting in-demand foreign workers to the labor market of Russian Federation.

Secretary of the IPA CIS Permanent Commission on Social Policy and Human Rights Evgenia Vladimirova informed the participants of the meeting about activities of the IPA CIS to improve the model legislative framework in the field of migration. She spoke in detail about the Model Migration and Labor Codes adopted by the Assembly, the Model Agreement on the Organized Recruitment of Citizens for Temporary Employment in the CIS and possibility of their use for improving the mechanisms of organized labor migration at the request of employers.

The meeting participants noted the shortage of labor resources in labor market in certain sectors of the economy and the need to continue comprehensive measures to select and attract in-demand foreign workers.
